Controlling traffic through work zones is one of the most important and dangerous operations in today’s road construction and maintenance. There are more than 200 major work zones right now in North Carolina, and countless short-term disruptions of traffic on state roads. The tragic result is a growing number of injuries and fatalities in work zones and other temporary traffic control areas for utility, municipal, and construction work.
In 2006, there were nearly 3,500 work zone crashes in North Carolina. These crashes resulted in 2,000 injuries and 18 deaths. Nationally, there are 3 deaths every day and an injury every 9 minutes taking place in a construction or maintenance work zone. While most of these victims are motorists who have been speeding and/or distracted from their driving responsibility, flaggers and other workers are especially vulnerable to injury and death. Ironically, the vast majority of these preventable crashes happened on dry roads, in clear daytime conditions.
You can become certified to train your own employees. Knowledge of work zone safety, or street and highway maintenance are required to attend the Instructor Development Course. Instructor candidates will present portions of the four-hour course and be observed in coordinating parts of the hands-on training activities. Instructor candidates must also successfully pass a final exam. The course costs $295.00 for member or Non-Member.
When teaching your employees, Flagger Participant Guides must be provided for each student to keep. The laminated guides cost $2.50 each for English or $3.50each for Spanish and include one security-controlled, non-reproducible certificate of completion with wallet card. Flagger certification is good for four years.
The National Safety Council's Flagger Training Course is a comprehensive skill-building session that meets federal industry guidelines: the Manual on Uniform Traffic Control Devices (MUTCD) and the ANSI standard ISEA-107-1999, the Office of Highway Safety, the Federal Highway Administration, and the North Carolina Department of Transportation guidelines.
Q: Does OSHA consider computer based training without a hands-on skill component or verification of competent skill performance acceptable for meeting basic first aid and CPR requirements of OSHA First Aid Standards?
